The STEP program itself does not offer any scholarships.  The $700 fee for the program is already heavily subsidized.  If you have been participating in an on-campus or Jewish professionals outreach organization, you may qualify for a travel scholarship through Olami.   This would be arranged by a rabbi that you have a connection with in that organization.
